The Morris K. Udall and Stewart L. Udall Foundation (Udall Foundation) is pleased to announce the recipients of the 2024 Morris K. Udall and John S. McCain III Native American Graduate Fellowship in Tribal Policy (Native American Graduate Fellowship). The Native American Graduate Fellowship is awarded to outstanding Native American and Alaska Native graduate students who are currently pursuing advanced degrees in health care fields and who have demonstrated a commitment to Native health care.

U.S. Congress Reauthorizes Udall Foundation through Fiscal Year 2029

On Friday, March 22, 2024, and Saturday, March 23, 2024, the United States House of Representatives and the United States Senate, respectively, passed the second and final fiscal year (FY) 2024 appropriations package, H.R. 2882, titled the “Further Consolidated Appropriations Act, 2024.” Included in that appropriations package was the “Udall Foundation Reauthorization Act of 2024,” which reauthorized the Morris K. Udall and Stewart L. Udall Foundation (Udall Foundation) through FY 2029.

Udall Foundation Announces 2024 Native American Congressional Interns

The Morris K. Udall and Stewart L. Udall Foundation (Udall Foundation) and the Native Nations Institute for Leadership, Management, and Policy (NNI), a program of the Udall Center for Studies in Public Policy at The University of Arizona, are pleased to announce the selection of the 2024 Native American Congressional Interns. The newest class of Udall Interns comprises 12 students representing 9 Tribes and 11 universities from around the country. The Udall Interns were selected on the basis of academic achievement, leadership, and demonstrated commitment to careers in Tribal public policy. From 1996 through 2023, 318 students from 138 Tribes have participated in the Internship.

Statement on the Final Transition of the National Roster of Environmental Conflict Resolution Professionals

The Morris K. Udall and Stewart L. Udall Foundation’s (Udall Foundation) John S. McCain III National Center for Environmental Conflict Resolution (National Center) is announcing that administration of the National Roster of Environmental Conflict Resolution Professionals (Roster) will transition to the Association for Conflict Resolution’s Environment and Public Policy Section (ACR EPP) and Mediate.com (Mediate). The Roster, an online tool currently administered by the National Center for public use, is a database of more than 300 highly qualified and experienced professionals who resolve environmental disputes and support collaborative solutions to complex public policy issues. Federal agencies, State and Local governments, Tribes, nonprofits, and the private sector use the Roster to locate professional mediators, facilitators, and conflict resolution service providers.

McCain III National Center for Environmental Conflict Resolution (National Center) and the U.S. Environmental Protection Agency’s (U.S. EPA) Office of Environmental Justice will convene a virtual dialogue to explore collaboration between Federal agencies, Tribal Nations, and Indigenous Peoples, including tools and approaches that may enhance partnerships between Tribal Nations and the Federal Government in the context of National Environmental Policy Act (NEPA) implementation. The Morris K. Udall and Stewart L. Udall Foundation’s (Udall Foundation) John S. McCain III National Center for Environmental Conflict Resolution (National Center) has recently made the determination that future administration of the National Roster of Environmental Conflict Resolution Professionals (Roster) will need to occur outside of the auspices of the Udall Foundation. The Roster is a database of more than 300 highly qualified and experienced professionals who resolve environmental disputes and support collaborative solutions to complex public issues. It is an online tool available for public use currently administered by the National Center. Federal agencies, State and Local governments, Tribes, nonprofits, and the private sector use the Roster to locate professional mediators, facilitators, and conflict resolution service providers. While the National Center is saddened that its administration of the Roster will come to an end, staff members are proud of the work that has gone into it, including the efforts of the community of practitioners and the body of work reflected in it.

The Udall Foundation is proud to announce receipt of a $930,000 renewal grant from the Gordon and Betty Moore Foundation in Palo Alto, California. The two-year grant will support the U.S. Institute for Environmental Conflict Resolution’s continued participation in high-impact work relating to the implementation of the Obama Administration’s National Policy for the Stewardship of the Ocean, Our Coasts, and the Great Lakes (National Ocean Policy). Last month the Udall Foundation, in partnership with University Outreach at the University of Michigan-Flint, launched a pilot Parks in Focus program to introduce 10 youth from the Boys & Girls Clubs of Greater Flint to area parks through digital photography. Over the last few weeks, participants have explored Ligon Outdoor Center, Max Brandon City Park, Bluebell Beach County Park, Stepping Stone Falls and Shiawassee National Wildlife Refuge. The program will culminate with a weekend camping trip to Bay City State Recreation Area (August 19-21). The adventure will be full of firsts for the participants: camping in tents, s’more-making, fishing, bird watching and more.

The Missouri River Recovery Implementation Committee (MRRIC) provides consensus-based recommendations and guidance to the U.S. Army Corps of Engineers and U.S. Fish & Wildlife Service, the two agencies tasked with implementing the existing Missouri River recovery and mitigation plan and a congressionally authorized study of the ecosystem restoration, mitigation, and recovery of endangered species. The MRRIC is authorized by Congress and serves as a basin-wide collaborative forum to develop a shared vision and comprehensive plan for Missouri River recovery. It consists of Missouri River basin tribes, states and federal agencies, stakeholders and local government. The U.S. Institute provides impartial facilitation and consensus-building support to the 70-member committee. Indian Country Today recently published an article about tribal involvement in the MRRIC process.

Upcoming Grand Canyon in Focus

In late July 2010, 12 Arizona youth will get a once in a lifetime opportunity to explore Grand Canyon National Park with some of our country's most enthusiastic outdoor leaders and photography professionals. The students, selected from a larger group of youth who joined the Stewart L. Udall Parks in Focus program in early June, will spend a week immersed in hands on environmental education and photography activities during Grand Canyon in Focus, a program created through a Udall Foundation and Grand Canyon National Park partnership. National Assessment of Travel Management Planning by the USDA Forest Service: Challenges, Recommendations, and Best Practices for Public Involvement

At the request of the USDA Forest Service, the US Institute recently contracted with the Institute for Environmental Negotiation (University of Virginia) to undertake an independent assessment of the Forest Service’s travel management planning process. The assessment analyzes the agency’s experience to date, and offers specific recommendations to Forest Service personnel as they work to complete travel management planning efforts throughout the national forest system. The report also provides valuable insights and guidance to those citizens who are engaged as members of the public in these planning processes. Drawing on lessons from individual projects, the report identifies key issues and challenges that are common to travel management planning efforts, with each issue and challenge serving as the basis for specific recommendations. The assessment is based principally on discussions with leaders representing key stakeholder groups, including motorized recreation, non-motorized recreation, conservation, Forest Service staff, and local government.

On May 6 - 8, the US Institute for Environmental Conflict Resolution hosted a national strategic planning session - Technology in Environmental Conflict Resolution (ECR) - in Tucson, AZ. The event brought together thought leaders, technology specialists, and ECR practitioners with experience and mutual appreciation for the value technology can bring to ECR processes - and for what ECR can bring to the development of future technologies. Great progress was made toward the goal to develop a shared vision for integrating new technologies into ECR best practices to support transparency, collaboration, effective partnerships, and improved decision making in ECR. The Session included an introductory Technology Fair presenting innovative applications of technology to ECR programs, with interactive exhibits, demonstrations, and mini-trainings, followed by one and a half days of working sessions to develop the national strategic plan. Grand Canyon National Park Launches New Youth Program with New Partners

Grand Canyon, Ariz. - Grand Canyon National Park and the Morris K. Udall Foundation (Udall Foundation), an independent federal agency based in Tucson, Arizona, recently formalized their partnership when they signed a Memorandum of Understanding in January 2009. The two organizations have collaborated since 1999 through a program known as Parks in Focus, which exposes middle school children to the natural environment through photography while on educational trips to national parks and other public lands. With their new partnership the two organizations hope to increase collaboration and expand the educational program opportunities at Grand Canyon National Park to reach more youth from Arizona.

MORRIS K. UDALL FOUNDATION AWARDS 2009 NATIVE AMERICAN CONGRESSIONAL INTERNSHIPS IN WASHINGTON, D.C.
Terrence L. Bracy, Chair of the Board of Trustees for the Morris K. Udall Foundation, has announced that 13 students from 10 tribes and 9 universities have been selected as 2009 Native American Congressional Interns. They were selected by an independent review committee of nationally recognized Native American educators and tribal policy leaders on the basis of demonstrated commitment to careers in tribal public policy and academic achievement. The Foundation received a record number of applicants this year and this group of interns represents one of the strongest classes the Udall Foundation has seen since starting the program in 1996.

Sullivan Creek Project Negotiation Team Third mediated Session

On February 4 and 5, 2009, the third mediated session of the settlement negotiation team for the surrender of the Federal Energy Regulatory Commission (FERC) license for the Sullivan Creek Hydroelectric Project met in Spokane, Washington. The negotiation team, which is made up of a mix of state and federal agencies, non-governmental organizations, the public utility district, local officials, and representatives of the local community, is working with the help of the U.S. Institute for Environmental Conflict Resolution to find options for resolving the issues for surrendering of the Project license.

C-Span will air remarks by Congressmen Mark Udall (D-CO) and Tom Udall (D-NM) on its "American Perspectives" program. The program was filmed at the 2006 Scholar Orientation in Tucson, Arizona, during the Launch of the Foundation's Ten-Year Celebration of Public Service.
