UDALL FOUNDATION ANNOUNCES NEW DIRECTOR OF FINANCE AND OPERATIONS

The Udall Foundation is pleased to announce that Scott Swarens is joining the Udall Foundation as its Director of Finance and Operations. Mr. Swarens joins the Udall Foundation after 27 years in financial management and accounting with the Federal Highway Administration and the U.S. Forest Service.
Mr. Swarens brings to the Udall Foundation his many years of experience with federal budgeting, internal controls, audits, contracting, accounting, payroll procedures, travel policies and procedures, and procurement rules and regulations. His experience includes analyzing and interpreting legislation, regulations, OMB guidance and policy directives. He has also overseen other administrative processes such as human resources and information technology.
Udall Foundation Executive Director Philip Lemanski said, “Scott is known for his federal financial expertise, his integrity and his hard work. We are privileged and pleased to have him as part of our leadership team.”
Mr. Swarens is currently pursuing an MBA from Marylhurst University in Oregon. He received his bachelor’s degree in Accounting with a minor in Management from the University of Oregon. During his career with the federal government, he has received training in several areas including finance, administration, procurement, civil rights, budgeting and travel regulations. He is a member of the Association of Government Accountants and has achieved the Certified Government Financial Manager (CGFM) Designation.

Established by Congress in 1992, the Udall Foundation awards scholarships, fellowships and internships for study in fields related to the environment and to American Indians and Alaska Natives in fields related to health care and tribal public policy; provides funding to the Udall Center for Studies in Public Policy and to the Native Nations Institute to conduct environmental policy research, research on American Indians and Alaska Native health care issues and tribal public policy issues, and training; and provides assessment, mediation, training and other related services through the U.S. Institute for Environmental Conflict Resolution.
