The Board of Trustees provides guidance and determines policy for the Udall Foundation’s operations. The Board developed and published guidance for its operations, entitled “ Operating Procedures of the Board of Trustees of the Morris K. Udall and Stewart L. Udall Foundation ” based upon the Udall Foundation’s enabling legislation.

Nine trustees are appointed by the President of the United States with the advice and consent of the U.S. Senate. By law, the Secretary of Education and the Secretary of the Interior, or their designees; the Chairperson of the President’s Council on Environmental Quality; and the President of the University of Arizona serve on the Board.
