Staff Bio

Elisa Baca has been with the Morris K. Udall and Stewart L. Udall Foundation (Udall Foundation) since October 2016 as the Contracting Officer’s Representative. She holds a Federal Acquisition Certification-(FAC-COR) Level III and FAC-C Level I certification. Elisa came to the Udall Foundation following a 20-year career with the U.S. Forest Service at Gila National Forest in Silver City, New Mexico, and Coronado National Forest in Tucson, Arizona, where she served in various positions including Human Resources Specialist, Contracting Specialist, Wildland Firefighting Incident Procurement team member, and Recreation/Special Uses Realty Specialist. Her most notable detail with the U.S. Forest Service was serving as a Training Coordinator for the National Advanced Fire & Resource Institute, assisting with planning nationwide training for wildland firefighting and critical incident management teams.

Elisa earned her A.S. degree in Business from Western New Mexico University.
